What we typically find in Punggol inspections

New-flat defects in Punggol drew wider attention in 2024, when residents collecting keys at the Punggol Point Cove BTO project reported issues including uneven wall finishes, hollow-sounding surfaces, and water ponding in bathrooms. HDB responded that most reported defects were surface imperfections, with rectification handled through the project's on-site Building Service Centre (BSC).

Defect patterns vary slightly by district based on contractor, build period, and substrate conditions. These are the categories worth checking methodically in any newly completed flat, and the Punggol-area patterns we observe:

• Surface and finish imperfections: uneven plastering, patchy or scratched paintwork, and chipped tiles — individually minor, and typically quick to rectify when documented clearly and early.
• Hollow tile clusters: hollow-sounding floor and wall tiles and poorly bonded cement screed are a common BTO finding. We tap-test every tiled surface and mark each one for the contractor to rectify.
• Drainage gradients and wet-area ponding: bathroom and service-yard floors should drain fully towards the outlet; newer estates with extensive open-plan kitchen-living-yard layouts sometimes show gradient issues at room transitions.
• Doors, windows, and fittings: doors that catch or need force to close, scratched glazing, and loose ironmongery.
• Household shelter checks: for the household shelter (bomb shelter), door seal and gasket issues are a common finding.
• External drainage at low-rise units: for ground-floor and 2nd-floor units, perimeter drainage gradient is worth specific attention.

None of these categories is unique to Punggol, and a defect list on its own is not a verdict on a project's quality. What matters is documenting each item clearly and reporting it within the Defect Liability Period (12 months from key collection for a new HDB flat) so the project's contractor can make good. Getting to Punggol

Punggol is served by the North-East Line (Punggol station) and Punggol LRT loop with multiple stations covering BTO districts. The Cross Island Line Punggol Extension is under construction and will add coverage when it opens, currently targeted for 2032.
